Berdasarkan Keputusan Menteri Tenaga Kerja No. kep. 187/MEN/1999 tentang pengendalian bahan kimia berbahaya di tempat kerja maka perusahaan dengan kategori potensi bahaya besar wajib mempekerjakan Ahli K3 Kimia sekurang – kurangnya 1 orang serta Petugas K3 Kimia sekurang – kurangnya 2 orang (non shift) dan 5 orang (shift). Sedangkan pada kategori menengah wajib mempekerjakan Petugas K3 Kimia 1 orang (non shift) dan 3 orang (shift): (pasal 18 ayat 1(b) dan pasal 17 ayat 1 (a).

PENDAHULUAN:
Program pelatihan petugas K3 Madya di ruang terbatas (confined space)  merupakan program kerjasama dengan Depnakertrans RI untuk memenuhi ketentuan pemerintah no. KEP.113/DJPPK/IX/2006 tentang kompetensi, kurikulum dan persyaratan khusus Petugas Keselamatan & Kesehatan Kerja Madya Ruang Terbatas (Confined Space). Selain untuk memenuhi persyaratan salah satu program pemerintah, diharapkan peserta mampu bekerja secara aman di ruang terbatas/tertutup dan melaksanakan prosedur kerja sesuai dengan program memasuki ruang terbatas/tertutup dalam rangka pencegahan kecelakaan kerja dan  penyakit akibat kerja serta kegiatan keselamatan kerja lainnya.

TUJUAN TRAINING:
Setelah peserta mengikuti pelatihan, diharapkan mampu mengetahui memahami dan melaksanakan :

  1. Kebijakaan keselamatan dan kesehatan kerja untuk pekerjaan di ruang terbatas/ruang tertutup (confined space).
  2. Dasar – dasar keselamatan & kesehatan kerja di ruang terbatas/ruang tertutup (confined space)
  3. Work permit procedure
  4. Karakteristik bahan kimia berbahaya di ruang terbatas/tertutup (confined space).
  5. Teknis pengukuran & deteksi gas beracun dan mudah meledak di dalam ruang terbatas/ruang tertutup (confined space)
  6. Rencana & prosedur tanggap darurat di terbatas/ruang tertutup pertolongan pertama pada kecelakaan
  7. Alat Pelindung Diri untuk pekerjaan di terbatas/ruang tertutup (confined space)

PERSYARATAN  PESERTA:
Berpendidikan minimal SMA/SMU, pengalaman kerja sekurang – kurangnya 2 (dua) tahun pada kegiatan industri yang bekerja di ruang terbatas / tertutup.

LATAR BELAKANG:
Pemindahan bahan adalah bagian dari sistem industri yang memberi pengaruh tentang hubungan dan kondisi fisik dari bahan atau material dan/atau produk terhadap proses produksi tanpa adanya perubahan-perubahan kondisi atau bentuk produk. Sistem pemindahan bahan memegang peranan yang sangat penting dalam perencanaan pabrik. Pada sebagian besar proses manufakturing, orang beranggapan bahwa lebih baik bahan yang bergerak atau berpindah daripada orang atau mesinnya (hanya beberapa kasus tertentu lebih baik manusia atu mesin yang dipindahkan). Peralatan pemindahan bahan yang digunakan akan banyak pengaruhnya terhadap kecepatan pemindahan bahan, biaya operasi, dan juga efisiensi total dari seluruh unit-unit proses manufakturing, dan pemilihan peralatan pemindahan bahan didasarkan pada gerakan dasar perpindahan yang dilakukan oleh peralatan tersebut. Untuk gerakan perpindahan dengan lintasan tetap atau fleksibel dapat menggunakan konveyor, merupakan salah satu dari peralatan jenis fixed path handling equipment. Peralatan jenis ini disebut pula sebagai gravity atau powered devices dan umumnya digunakan untuk memindahkan beban-beban yang uniform secara kontinyu atau membawa bahan atau produk membawa bahan/produk dari suatu lokasi ke lokasi yang lain melalui lintasan yang tetap. Dengan memperhatikan fungsi konveyor yang sangat berdampak pada sistem produksi, sehingga dalam pengoperasiannya harus dilakukan dengan benar dan konveyor harus dirawat secara intensif agar kondisi peralatan tersebut selalu terjaga dengan baik. Bagi perawat konveyor yang tidak tanggap dan tidak ahli, kerusakan yang kecil pun bisa menjadi sumber frustasi dan mungkin pula dapat menambah parahnya kerusakan.

TUJUAN PELATIHAN:
Pelatihan ini bertujuan untuk meningkatkan keahlian karyawan tentang mengoperasikan dan merawat konveyor.

CAKUPAN MATERI PELATIHAN:

  1. Introduction
    Scope of conveyor, types of conveyors and pallet conveyors, pallet transfer, optional equipment
  2. Installation Conveyor
    Load application, installation safety precautions, support installation, ceiling hanger installation, conveyor set-up, belt installation, electrical equipment.
  3. Operation Conveyor
    The drive pulley is driven, some types of belts stretch more than others, longer conveyor are provided short pieces of belt added, conveyors are made to do a betters job, gravity conveyor, operation safety precautions, conveyor start-up.
  4. Maintenance Conveyor
    Maintenance basic, maintenance safety precautions, lubrication, belt tracking, causes and cures for belt damage, causes and cures of belt mist racking, to prevent material leakage at the entry area, the importance of controlling belt sag, ways to handle severe impact in load zones, drive chain alignment and tension, trouble shooting, maintenance checklist, how to order replacement parts, conveyor safety

I Nengah Diasta, M.Eng.  is graduated from Bandung Institute of Technology (ITB), and till now he is a lecturer at mechanical engineering Bandung Institute of Technology majoring on fluid mechanics and fluid machineries. His education started at Engineering Physics, Bandung Institute of Technology (ITB-1977), then at Diplome Universite in Energetique, Universite de Prepignan, France (1985), Magister Engineering in Instrumentation and Control (ITB) and Doctor (ITB). He has over 20 years of experience doing training, consulting work in instrumentation, measurement, safety and process control and Mr. Sutanto has trained many training/courses for many companies in Indonesia such as PT. TOTAL Indonesie, Pertamina, PT. Petrokimia Gresik, PT. Badak LNG, PT. Pupuk Iskandar Muda, PT. Pupuk Kaltim, PT. Jaya Ancol and many others. Ir.Endra Joelianto, Ph.D. is an expert in control engineering and industrial automation. His outstanding research is: Hybrid Control Systems, Discrete Event Control Systems, Petri Nets Analysis and Application on PLC, Robust and Advanced PID Controller and its implementation on PLC, DCS, Fieldbus, Industrial automation and Advanced Control System Designs. He received first degree (Ir.) in Engineering Physics in 1990 from Department of Engineering Physics, ITB and Doctor of Philosofy (PhD.) in Control Engineering in 2001 from Department of Engineering, The Australian National University, Canberra, Australia.

He is Head of Intelligent Control and Automation Laboratory and Coordinator of PLC Research Group for research and training, Engineering Physics Study Program and Instrumentation and Control Research Division, Institut Teknologi Bandung. He was Director of Schneider-OMRON PLC Training Center, Maranatha Christian University, Bandung.  He has attended several professional training on PLC, DCS and Instruments Callibration, such as: Yokogawa DCS, Bandung (2000), Implementation of Indonesian National Standard (SNI) 19-17025 and Basic Calibration, Yokogawa Electric Corporation, Bandung (2001), Fieldbus Foundation Technology, Singapore (2002), Basic and Advanced PLC Telemecanique-TWIDO, Bandung (2003), Basic and Advanced PLC OMRON, Jakarta (2004), Cleaner Production Application in Industries (Bandung 2005), Effective Energy Systems for Sustainable Development (Thailand 2006), Programming and Networking PLC Mitsubishi (2006), InTouch Wonderware, Wonderware Historian and Information Server (Bandung, 2012).

He also has hosted Workshop on Industrial Automation (Bandung, 2002) and (Bandung, 2003), Workshop on Application of PLC in Industrial Automation (Bandung, 2003), National Workshop on Instrumentation & Control (2011) and many professional trainings on PLC, DCS, SCADA, Human Machine Interface and Industrial Process Control and Automation in Bandung. He was the project leader of Department of National Education TPSDP Retooling Program Batch II on Industrial Automation using PLC (2004).

He is the chairman of National Student Competition on PLC Programming held regularly since 2007 in ITB. Dr.Ir. Sudjati Rachmat, DEA. adalah dosen di jurusan perminyakan ITB sejak tahun 1979 sampai sekarang. SASARAN TRAINING :
Setelah menyelesaikan kursus ini diharapkan peserta dapat :

Dr. Ahmad Taufik,M.Eng. is Risk and Integrity Specialist, and Chairman for Indonesian Society for Reliability (ISR). He got his doctorate program from Georgia Institute of Technology, Atlanta, USA (1996). He is now also a lecturer at Graduate Study Program at Bandung Institute of Technology (ITB) teaching for risk and integrity assessment related courses. He has been interacting with oil and gas companies for more than 10 years for training, consultant and project implementation. This much experiences in oil and gas industries will be shared by him in training class. Dr. Ahmad Taufik has much work experiences joining in some institution such as at Lloyd’s Register as Operation Manager, at PT. MMS, PT. Surveyor Indonesia and PT. AT Solusi as consultant and trainer. And at present Dr. Ahmad Taufik is an Asset Integrity Specialist for PT Pertamina PHE-ONWJ (formerly BP West Java, Indonesia). He has performed in depth study in integrity research for pipeline, mechanical and pressurized system. He is member of ASM and ASME. He has wide interest including RBI, PIM, FTA, FMECA, RCA, RAM study and many other risk engineering areas. Dr. Ahmad Taufik has been chairman and speakers for many Oil and Gas International Conferences in Indonesia, (INDOPIPE, MAPREC), Malaysia (ASCOPE), Singapore and China (IPTEC) for the last five years. He has taught many training class on his expertise topics for many companies in Indonesia.

TRAINING INTRODUCTION :
As energy transportation facility, pipelines are very vulnerable to intrusion, vandalism, sabotage and terrorist attack. The pipeline along ROW may be damaged with explosives or by other mechanical means causing flows to disrupt resulting in a release of pipeline flammable contents. On the other hand, computer control systems or SCADA could also be cyber-attacked by intruders leading to significant flow disruption. Since pipelines supply fuel for industry, transportation, power plants, manufactures, and other commercial uses, serious disruption of a pipeline network poses additional downstream risk.

Plant and pipeline security management is one of the most current and modern integrated management system to insure pipeline safety from third party threat and possibly damaging action in particular for onshore and cross-country pipeline system. It covers detail risk assessment and mitigation plan on both plants and pipeline system.
In this training course, “Security Vulnerability Assessment Methodology for the Petroleum and Petrochemical Industries” prepared by API and the National Petrochemical & Refiners Association (NPRA), and “Security Guidelines: Natural Gas Industry, Transmission and Distribution”, prepared by American Gas Association, USA will be used as major references. To enhance the training, as lesson learnt, various special cases study of pipeline and plants people affected accident around the world will be presented in details.

  1. Understanding the psychology of destructive behavior
  2. Setting the context and boundaries and asset characterization
  3. Identifying the hazard and threat assessments (identify known or perceived adversaries)
  4. Criticality assessments (determine criticality)
  5. Vulnerability assessments (identify security weaknesses)
  6. Risk assessments (determine risks based on threat, vulnerability and consequence assessment findings)
  7. Strategy for sound risk mitigation (determine and implement appropriate risk reduction countermeasures)
  8. Monitor, reassess, and modify (security risk management is an ongoing effort)
